Support needs to be added with an extension to the deployer that locates the URLStream service provided by the RFC66 implementation and converts it in to a WAB. The wab can then be deployed as normal.

See the comments in bug 331046. Jetty is unlikely to support WAR files with no web.xml. So bug 331046 is not a duplicate of this bug.

When this is implemented, it would be desirable to ensure consistency of VJS with the behaviour proposed in bug 385166 where a ROOT.war file can be deployed to indicate web context path '/'.
