Now the action to compare content of two elements exists only as content menu action of the model explorer, Add it to the toolbar in the Papyrus perspective, to the same group as Validation actions, that also exist only in  the content menu

This bug can be marked as wont fixed. This framework is now deprecated, according to the bug 501891.
