this issue exists solely to track changes in the SVN thru this bug's ID that are concerned with an improved dev env but otherwise dont (or shouldnt ) change functionality.

as a consequence the SVN commit log holds all relevant info. if there are larger issues that need more explanation then these may be logged against this bug for documentation.
