When I paste a project Test in workspace Inner, the suggested name 
is .../Inner/Copy of Test.
However the project location validation still returns an error 
saying .../Inner/Copy of Test and .../Inner overlap. Why?
When I paste the project and use the defaults, the project location is set to 
null and the project ends up at .../Inner/Copy of Test. I would expect an 
explicit location with the same name to work.
I'm testing this in the Navigator.

You cannot explicitly set the project location to be under the workspace, you 
must use the default location (null) in this case. If the user sets the 
location on the project description, it is assumed that it is external to the 
workspace. 

All project locations within the workspace are reserved for use by us...its 
just a coincidence that for now they happen to be /workspace/projectName.
