recent runs have flagged 'layout' errors in following bundles. 
We can exclude these the "externalized strings" rule. 

   1. Missing pattern or file: .*(plugin|bundle|OSGI-INF/l10n/bundle).properties in file: org.eclipse.persistence.asm_2.3.0.v20110129-r8902.jar
   2. Missing pattern or file: .*(plugin|bundle|OSGI-INF/l10n/bundle).properties in file: org.eclipse.persistence.core_2.3.0.v20110129-r8902.jar
   3. Missing pattern or file: .*(plugin|bundle|OSGI-INF/l10n/bundle).properties in file: org.eclipse.persistence.dbws.builder_2.3.0.v20110129-r8902.jar
   4. Missing pattern or file: .*(plugin|bundle|OSGI-INF/l10n/bundle).properties in file: org.eclipse.persistence.dbws_2.3.0.v20110129-r8902.jar

Released new org.eclipse.wtp.releng.tests that has exceptions for these new bundles in the config.properties file for the layout tests.
