As discussed on last weeks call, add poms to include R4E in the build and add it to the update site.

I have added poms for R4E. I also create a feature and added it to the repository under releng/reviews-site.

I updated some of the manifests in the process and set the provider name consistently to "Eclipse Mylyn". We can discuss on an upcoming call what the best naming is and if it makes sense to use "Eclipse Mylyn Reviews" instead.
