In R4311 : Add the request GetPackageBackgroundColor and backgroundPackage.uiCustom.
With this new request, the background package is yellow when the package contains nothing and cyan if not.
The color or the text is always red for the package.

LoadRecipeAdvancedFacet.uiCustom
packageInGreenWithoutPackageableElement.uiCustom
have been added
the first is used to test if a facet can be visible or collapsable.

packageInGreenWithoutPackageableElement.uiCustom is used to not display packageablement in the model explorer

Done in the version 4439
