This may be related to bug 324870, but now seems worse, so might be something else. 

I tried to start using the gef "zipped repo" available from the download site, list as  

http://www.eclipse.org/gef/download.php?file=/tools/gef/downloads/drops/3.7.0/S201102011016/GEF-Update-3.7.0M5.zip

I tried in our batch build and that failed, so I downloaded and tried directly from p2 UI to "install new software". 

I first tried to unzip the archive, and use that directory as input for the "local site" (errors pasted below). I then tried to use the zip file directly and error message said "no repository found", or similar. Note, I did uncheck "contact all available update sites ...." (since in effect that's what happens in our batch build). 

If others can reproduce this error, you might at least want to disable/remove the link (i.e. ... not sure if you need to fix for M5 ... since bug 324870 is still open anyway).
