The refactoring could process the project and suggest minimum access rights for 
all selected classes.

Usually I start out making things as restrictive as possible, but when I modify 
the design such that a class gets a much smaller "interface surface" it be nice 
to have some automatic way to "tighten the bolts" afterwards.

This is some sort of audits. It is unclear if we will ever provide this in 
Eclipse.
