SYS/BIOS internally uses target information to select an appropriate set of family specific modules.  These same modules should be the only modules displayed in ProductView.  

To allow SYS/BIOS ProductView to use _exactly_ the same code that currently selects the family modules during configuration, the target name must be made available.  Currently only platform information is provided.

Fixed in xdcconfig-h29 / XDCtools 3.21.00.35-eng

Added Program.build.target to ProductTreeViewBuilder. This property is now
available to scripts that build the product view, for use in filtering.
Takes about 200ms extra to populate the product view for a new project,
after which the results are cached on disk.
