Not sure what it means, we changed it from "Web Page" to "Web Application" which as better meaning.

If you still think it should be fixed please reopen

Verified.
Currently the options are called "Web Application": 
Run as > "PHP Web Application" and Debug as > "PHP Web Application" respectively.
