The number of configurable warnings for OT/J has grown over time.
By now it would help if warnings are grouped like they are in the JDT.

This patch cleans up the following:

Restructure the preference page similar to the JDT compiler's page:
  - use sections and group in a meaningful way
  - provide search within the tree of options

Revive two compiler options that were lost during migration to 3.4:
  - EffectlessFieldaccess and UnusedParammap

No longer surface "scoped keywords" as a configurable option,
  - is only used internally for parsing code that's known to be OT/J
