Velocity template wizard only recognizes an M1 Generator project, it doesn't work properly for an M0 Generator project

Reproducible: Always

Steps to Reproduce:
1. Create an M0 Generator project
2. Right click on its templates folder and select New.  There should be an entry here for Velocity template, which is missing.  Compare this to an M1 Generator project
3. When I select New > Other > Velocity Template > I get the following error displayed on the top of the wizard:
 "Destination folder isn't selected. Velocity template files can only be created for generator projects."

All of this works properly for an M1 Generator project.  It only fails for an M0 Generator project.
