It could be cool to add a link to the discovery UI from the SCM wizard, such that a user can actually trigger the install of SCM providers

Yes, this is closely related to bug 335701. Bug 335701 covers all import/new project wizards and I am not sure why we have separate bugzilla for import-from-scm scenario.

This bug is about discovering the SCM providers (Maven Subversive, Maven CVS, Maven Git), so this is before the import can actually occur. Am I missing something obvious?

I've added a link to the import from SCM wizard.  It should only be visible when the marketplace is available.
