In order to address the lack of sufficient geo data and precise maps for countries like Congo, we shall try to get in touch with CongoJUG (http://www.congojug.com) or other groups like AfricaJUG, apperently connected.

Those JUGs have not only been to JavaOne since at least 2008 on a regular basis, they also built an Open Source Event Planning solution based on Glassfish and Eclipse for the JCertif conference.

Furthermore, if disease models for diseases affecting those countries like the "Congo Virus" may benefit the region, getting in touch with healthcare authorities or professionals through such JUG is also an option to consider.
