When no catalog entry is found, we need to display a message so the user is not confused as to why we are opening up this empty dialog.

Its possible to configure the catalog to show entries which have already been installed (optionally a 'Show Installed' toggle is available, but its a little cramped in the header.)

We may also need to change the tag selection, currently if there aren't matches in the catalog the display will also be empty, likely confusing for users unfamiliar with the UI.
