When creating a new scope with criteria in the help view, the user is allows to Apply and OK the scope dialog without having selected at least one book in the Table of Contents.  This is not consistent with the help web application, which requires the user to select at least one book before allowing the scope to be created.

This is non trivial to fix because the local help scope page is shown as a page in a preference dialog and there is no mechanism to disable the OK button in a preference dialog. It would make sense to revisit whether a preference dialog is the right way to edit the scope.  Deferring.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
