I am trying to use the Windows->Preferences menu item but Preferences does NOT appear under the Windows menu.  I used "Customize Perspective..." and "Menu Visibility" to make sure that "Windows->Preferences" was selected.  It is, but the menu item is not available.

Anything in .metadata/.log? 
Perhaps some other error is occurring?

The Preferences menu item resides under the Eclipse menu on Macs instead of under the Window menu.  It was not clear to me that the two Preferences menus were one and the same, but evidently they are.  This "bug" was really a misunderstanding on my part.
