General documentation needs to be added for the JPA Diagram Editor.  As this functionality will be delivered as a separate feature, the documentation should exist as a self contained unit for the purposes of online help if possible.  This is necessary because the Diagram Editor will not be shipping in the Indigo packaging due to its dependency on the incubating Graphiti project.  This is also a necessary as adopters may choose not to ship certain Dali features, including the Diagram Editor.  The help should only reflect features packaged in a given installation.

We have decided to hold off on this change until RC1 since this will require build changes and risks breaking the M7 candidate that will be tested tomorrow.

This has been implemented in head for RC1.
