Setting the 'toBeRendered' flag for a window that's a direct child of an application does nothing.

The workaround is to manually de/construct it via the IPresentationEngine.

Fix released to CVS HEAD.

Verified by source inspection with I20110125-2200 on Windows XP that the code changes are there.
