In bug# 309781 we introduced a check to see if org.eclipse.ui was active in headless mode, this check seems to be unreliable and the problem still persist.

I've applied the patch in the R3_0_5_patches branch (of code) and released to the R3_0_5_patches and R3_0_5_3_patches branch of map files. 

Please remember to commit to other appropriate streams.
