This happens when the file is part of a nightly or development build. If so, please return to the project's home page and download a newer version.

The project meta-data pointed to http://www.eclipse.org/gef/download.php. Instead it should point to http://www.eclipse.org/gef/downloads.php. I updated the meta-data accordingly.
