"check for updates" does not refresh/reload composite update sites automatically. Need to manually go and reload the contents of the update site from "Available update sites".

Reproducible: Always

Steps to Reproduce:
1.Add a composite update site.
2.Install the update from the update site.
3.Get a newer update site(a newer version of the product/feature).
4.Restart eclipse.
5.Select Help->Check for updates, it tells nothing to update
6.Go to Help->Install new software, select the composite site, still shows old repos
7.select "Available Softwares sites.." and reload the sites
8.Now both the composite site in "Install new software" and "check for updates" shows latest repos.

3rd step should be read as
Get an update from the update site
