While working on Bug 333901 I discovered a couple of logic errors when it comes to the manager starting up for the first time on a new workspace.  These errors cause the workspace visitor not to run or not run correctly.

Did this make it into 3.3 as well?  I see that bug 329397 just went in and the patch there would have had the same issue this patch fixes in 3.2.3.

The change was released to 3.3 as well.
