I think that filter fields are more intuitive for web users. I would use it instead of opening the 'Open Resource' dialog like in Eclipse desktop. I see that Rational Team Concert already does it for work items. They have both search and filter fields.
If one wants to open a specific file, he would have to apply a filter then click on one of found resources. I think it is one step less comparing to using the 'Open Resource' dialog.

Github does this now by adding a filter text to the breadcrumb when you type "t".  We could do something similar.

fyi.  The open resource (flashlight) icon appearing to the left of the search field was causing confusion.  For now, I've removed the icon and bound "T" to open resource on all pages.

(When you are in the editor, you still have to use ctrl-shift-r).
