When using the Import/Export Settings Wizard for C/C++ to export the include paths of a project, if one of those paths is a workspace path, it would be imported (using the same wizard) as a regular path.

Reproducible: Always

Steps to Reproduce:
1. Export include paths of a project when one of those paths is a workspace path.
2. Import the settings to a different project.
3. See the include paths of the project (we just imported the settings to). The include path which was a workspace path is displayed as a regular path.

I added an ability to refresh the export file if it happened to be in workspace. While strictly it is not related to the patch, it makes the testing easier and I wanted to do it by some other reasons anyway.

Committed on HEAD (8.0) with minor change slightly renaming new constant. Thanks for the patch Gil!
