I assume you are talking about Mylyn tasks here. Bouncing back. That properties page is for configuring task tags in the source code and provided by JDT (or another part of platform). A think a picture of the page in question would remove any ambiguity. I assume with "hotkeys" you meant "mnemonics". I verified in 3.6.1 that the 'Tasks Tags' property/preference page provided by the Eclipse SDK has mnemonics for all its elements except for the link where it's not possible to add mnemonic.
