Scope selection in the help view differs from the webapp. It could be improved by making the following changes: 

1. The default scope names should be "scope1, scope2 etc as in the help webapp instead of default_new, default_new_new etc.

2. Rather than having a default scope which is editable the help view should follow the model of the working set manager dialog in the webapp which has a radio button for show all topics/show the topics selected below.

3. On creating a new scope a dialog should immediately opened to edit that scope.
