Currently all new software that is installed via the standard "help -> install new software" flow, is installed under the <eclipse-dir>/plugins + features folder.
I suggest to add an extra chechbox to indicate that you want to install the new plugin in a separate (external) folder. This folder should be entered in a textbox that is enabled when the checkbox above is selected. Than after the used clicked [Finish], the software should be installed in the external folder under eclipse/plugin + features, and in addition, a new <new-name>.link file with a link to the external folder, should be created in  the links folder.

The advantage is that one architect could experiment with a new plugin and when he/she is satisfied he/she would only have to pass around this links file.

The ability to share has been implemented in 3.7 with the import / export facility (File > export). However we have no plan to control the location of the installation.
