Look at Mylyn org.eclipse.mylyn.commons.net.WebUtil#configureHttpClientProxy for inspiration. 

Maybe it just makes any sense to just use Mylyn's WebUtil class...

Bug 336631 shows us how to provide proxy support on UDC. May be some reuse opportunities there.

Removing the blocker on Bug 166282 so we can move forward on that bug.
