This request comes from the Multi-Core debug group meeting that we had couple days ago.

To support multiple debug context providers, it is desired to move some of the debug view toolbar actions to the main window.

I think at least we should move these actions:
- Resume
- Suspend
- Termiante
- Disconnect
- Step Into
- Step Over
- Step Return
- Drop To Frame
- Use Step Filters
