TCF Debug should implement an ICEditorTextHover to display expressions on the fly while hovering with the mouse over them in the editor.

I have noticed that the hover expression is evaluated 2 times every time a new expression is selected. So, I have made a few changes in the code for better usage of the debug model caches. The code became a bit simpler, an expression is evaluated only once, and the model now caches up to 16 recent evaluation results per context - zero target traffic when an expression selected second time.

I have committed the modified patch.
