If I want to resize the outermost block of an IBD to a size that exceeds the current size of the diagram, I must resize, then scroll, then resize, then scroll, ... a number of times.

I suggest you reduce the element size (ctrl + mouse wheel down), resize the Block, zoom back (ctrl + mouse wheel up).
