This is a leftover issue from fixing Bug 329102. 

1. Open gallery sample.
2. Go to Simple Values -> Enums.
3. Use the splitter to reduce the width of the details. You should see horizonal and vertical scroll bars flash briefly.

This is unfortunately a by-product of the fix for bug 329102. Basically the fix for that bug is to set the widthHint to the actual size of the widget. When the user resize the window smaller, the frameworks draws the scrollbars. The widget listens to the resize, and resets the widthHint. There are no easy solution that I can think of other than revisit the fix for bug 329102. I also vote that the importance be changed to p4 or p5.

I reduced severity to minor, but this does need fixing. Flashing scrollbars make UI look unprofessional.
