User must have possibility to change toolbar item visibility using customize perspective or  by adding run action set in org.eclipse.ui.perspectiveExtensions. 
I think that hiding all generic elements in menu and toolbar is bad idea.
Many actions may be used by plugins associated by papyrus.

The default Papyrus perspective customization has been removed when switching to Eclipse 4 (Juno). I close this task
