Step to reproduce : 

1/ go to http://www.eclipse.org/downloads/
2/ click on developer builds, it goes to http://www.eclipse.org/downloads/index-developer.php
3/ click again on developer builds -> 404 . the page is http://www.eclipse.org/downloads/index_developer.php ( note the _ character )
