I'm using the title key to externalize the title of the report but when I display the report using the report viewer it does not display the right title. However when I view report as HTML it does display the right title.  
When I deploy the viewer and run the report the title does not display properly either.

Reproducible: Always

Steps to Reproduce:
1. Use a resource file with a key for title
2. Set the title key for the report to the key in the resource file
3. Select Run->View Report->In Web Viewer. The title does not display properly
4. Select Run->View Report->As HTML. The title displays properly.

Can someone provide some information in regards this bug. 
I just want to know if this is planned to get fixed or what's going to happen?
