The color dialog and font dialog does not translated to locale language

Reproducible: Always

Steps to Reproduce:
1. use color dialog and font dialog
2. set locale to ar  or iw
3. launch your app

Bug:
The font dialog and Color dialog are not fully translated.

The translation for these Dialogs are provided by Windows, not SWT.
If you run your example on a real Hebrew machine the problem won't happen.
