We will need to do some provisioning tasks as part of the restructuring/promotion/move of Mylyn. 

To start with, we need a committer on the top-level project. Can we make mkersten that initial committer? We'll take care of the rest via elections.

Let's keep this bug open until we've got it all in place. Additional things may come up.

Wayne, could you check if Mylyn Builds, Mylyn Incubator and Mylyn Versions meet all guidelines for incubating projects and let me know if not? They show as non confirming on http://eclipse.org/projects/listofprojects.php.
