In Gemini.Web we are using Tomcat 6.0.29 + SpringSource modifications.
The target for this enhancement is to migrate to latest stable Tomcat 7.0.x

The initialization of the base directories was moved in the configuration phase, because some of the settings in default-server.xml, such keystore location, have to be resolved against them.
Change is tested, committed and pushed.
