Currently at startup of the OTDT the progress indicator says
"Creating Callin Markers ...", which sometimes stays for quite long time.
In fact most of this time is spent waiting for the Java tooling to become
ready, specifically search support waits for the indexes.

For better user experience the progress indicator should show this difference.

Fix

Fixed by chained scheduling of the callin marker job:
first schedule a job that only waits for the indexes and let
this job schedule the real job on completion.

Verified for M4 using build 201012150343

On startup it now says "OTDT Waiting for Java Indexes"
until the index are ready, at what point it will say
"Creating Callin Markers ..." which is visible only for
a much shorter time.
