I added the http://download.eclipse.org/eclipse/updates/3.6 site to my 4.x install to get the 'Eclipse Releng Tools'. The one p2 offered me was 3.3.0.v20100427-44A77w31211642. I then noticed there were two licenses in the license review page, one of which had nothing of interest in the text.

I don't think this can be related to the license changes I made.  The only changes where PDE build changes.  Nothing changed in any of the runtime code, just build code.  It looks like this feature was built long before my changes went in.

I could not reproduce using the last 3.7 I build.

I got this again while trying to install RSE 4.x.

Though I wouldn't know whether this is a general p2 problem or if it's because both update sites are bad? :O

I just tried installing the same RSE plug-ins on 3.x (I20101206-1800) and don't see the problem. Maybe there is something wrong with our 4.x build?

The problem is that that the metadata for the categories child repository for the http://download.eclipse.org/eclipse/updates/4.1-I-builds site includes the releng tools as a category but these bundles and features are not included in this repo.
They are provided by the 3.7 or 3.6 stream eclipse repositories.  I've included a new content.jar to be copied to http://download.eclipse.org/eclipse/updates/4.1-I-builds/categories/

Paul or Andrew will have to copy it to the directory.  I don't have rights there. Currently, Paul owns that file.

The extra license is showing up again on the 4.1 I20110125-2200 build.

Tried installing EGit from their nightly site today and still see the odd license on I20110204-0715. Based on comment 6, it sounds to me like this is something each update site needs to correct or...?
