When I was verifying the fix for Bug 264607, I found it was not fixed. 

Reproducible: Always

Steps to Reproduce:
1. Create a symbolic link to a file
2. Delete the targeted file
3. Delete the link
4. The error message RSEF1300 pops up saying I don't have enough authority to do it.

I see the problem if you delete the original file and then attempt to delete the symbolic link immediately after.  If the symbolic link had been refreshed sometime after the delete of the original file (so that RSE knows it's a broken symbolic link), then the problem does not occur.
