Wow- this has been true for the WTP 3.1.x and 3.2.x releases- ever since we stopped including org.eclipse.jem.ui, where the icon was. The question is, should WTP support launching a Local Proxy Application? I will do the initial investigation on this. Here's the relevent section of the org.eclipse.jem.ui/plugin.xml:
