Currently, ACTF's HTML Parser parses XHTML files as HTML 4. So, if consumers try to obtain DOCTYPE ID from DocumentType node, it returns "-//W3C//DTD HTML 4.0 Transitional//EN".

To solve this, create some utility to provide the original ID.
