The EPackageDescriptor.Dynamic.getEPackage() seems to get URI fragment separator # encoded (as %nn), producing incorrect platform resource URI; apparently due to passing the location, with fragment, as part of string argument to URI.createPlatformPluginURI(... + '/' + location, /* encode = */ true).

Reproducible: Always

Steps to Reproduce:
1. Have plugin.xml register dynamic_package with e.g.
location="model/my.ecore#//subpackage"; install
2. Try to get to EPackage using the registered URI

A fix is committed to CVS for EMF 2.7.
