1. Install 'Ecore Tools SDK (Incubation)' and 'EMF - Eclipse Modeling Framework SDK' under the 'Modeling' category from the Indigo update site.
2. Restart.
3. File > New > Other...
4. Under the 'Ecore Tools' category, you will only see 'Ecore Tools Project'. There should also be 'Ecore Diagram'.

This problem will become more prevalent when M4 is rolled out. For context, please refer to Tom's email:

The batik bundles you are consuming are causing problems. You need to update your build to consume the newer ones from Orbit (that has the fix).

No longer appears to be a problem.
