Add some enhancements for users enabling them to more easily create package-info.java files for annotating packages.

This is currently not supported by JDT.

Committed for M7.

User can right-click on a package (or JAXB package) that does not have a package-info.java and quickly add one with the package declaration already there.  The file will also open for the user.
