create any .properties file in eclipse. right click to go to properties->resource  page. duplicate hot keys for the Label '&Default (determined from the content: ISO-8859-1)' and the button 'Restore
&Defaults'. Due to this, the button 'Restore Defaults' is not accessible
through hot key.

Fixed in HEAD (/org.eclipse.ui.ide/src/org/eclipse/ui/internal/ide/messages.properties, rev. 1.218).
Available in builds >= N20101129-2000.
