When a system has both a SOCKS and HTTP proxy defined in the Windows -> Control
Panel -> Internet Options -> Connections tab -> Lan Settings button -> Advanced
button -> Proxy Settings, then Eclipse does the wrong thing.

It attempts to connect to the HTTP proxy via the SOCKS proxy.

I think the rules for selection of what to do should be (when a proxy is
selected for use, it should be the only proxy in use for that connection) :

* If a specific proxy exists for a high-level protocol (HTTP/HTTPS/FTP) then
use that specific proxy in preference to any other.  


Reproducible: Always

Steps to Reproduce:
1. In Proxy Settings page, clear "Use the same proxy server
for all protocols" and specify proxy server to all field (HTTP, Secure, FTP, Gopher and Socks).
2. Use network resources by Eclipse RCP application.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
